Why are Obama and Schumer trying to circumvent the constitution by wanting to pass S.679?

I must be missing something here Scalia, Kagan, Alito, Thomas, Breyer,Ginsburg, Roberts, Kennedy, Soto mayor, and PRIMO? Im not finding you on the list of justices. hmmmm
