What are the charges to a minor working in a bar?

My boyfriend is 17 and works in a small bar in a small town of 400. He is good friends with the owner/his boss. He is like a father figure to him. His mom is a bartender in the bar and another bar tender, Misty, who is like 40 flirts with him and gives him whatever he wants (food, candy, smokes, achohol) for free. He is a 'fish girl' but he doesnt only fry fish. He cleans, rings six packs, and works as a bartender himself sometimes. I know thats not legal, he makes 25 dollars a week and works from 3:30 to 9:00 everyday but he can leave whenever he wants and come back. On fridays he works from 5:00 to 2:00 in the morning. What would be the charges on him, the bar, and his mother if the he got caught?
